The top of the harbour consists of the settlements of Horeke, Motukiore, Utakura, and Mangamuka Bridge, and places like Mangungu, Wairere, and the Omahuta and Puketi Forest.

The Top of the Harbour is centred about the historic township of Horeke, where the first ships were built in New Zealand and which was once the centre of a thriving flax industry. It still has one of the first licensed hotels.
Nearby is the Mangungu Mission House, site of the largest signing of the Treaty of Waitangi,and in the valley are the giant basalt blocks that are the Wairere boulders.
Further East is the majesty of the Kauris in the Omahuta and Puketi Forests.
